The Assistant Director of Human Resources works under the direct supervision of the Director of Human Resources. This role will be responsible for assisting with and supervising all aspects of Human Resources, including labor relations, recruitment, benefits, training, employee relations, Safety & Worker’s Compensation, and liability prevention and legal compliance.
Responsibilities:
Supervise and train Human Resources staff.
Provide counsel to the Director of Human Resources in all areas of policy, culture, and leadership.
Implement training and development programs. Recommend new programs based on need.
Conduct investigations and assist the Director and management in making employment status decisions.
Assist the Director in creating responses to employee complaints, grievances and discipline, and litigation from Federal and State offices.
Fulfill all the responsibilities of the Director of HR in their absence, communicating effectively with management as necessary
Provide guidance and advice to Branch and Team Managers on employee relations issues. Ensure our management team upholds TRLA culture and complies with the law.
Ensures TRLA Benefits programs are implemented accordingly
Responsible for all workers’ compensation claims and related reports
Ensure onboarding of new staff is implemented accordingly
Ensure employee terminations are implemented accordingly
Maintain legal compliance. Ensure that team is up-to-date with evolving legislation and compliance.
Responsible for filing documents related to FMLA, worker’s compensation, and unemployment claims.
Assists in TRLA compliance with provisions and regulations under ERISA, COBRA, HIPAA, OSHA, Worker's Compensation, FMLA, ADA, Pensions, 401(k), 125 plan, and other related policies.
Responsible for documentation of all non-TRLA loan repayment requirements and opportunities.
Reviews department performance; effects changes as needed to improve services, simplify workflow, and assure compliance with regulatory requirements, programs, and initiatives.
Ensure the LSC requirements and procedures are followed.
Ensure TRLA’s Training Programs are implemented successfully.
Ensure the TRLA complies with all training required by law and grantors (ex: Sexual Harassment, Diversity, and Inclusion), etc.
Ensure the employee files are maintained in an organized manner.
Implement the TRLA’s pay scale.
Develop a consistent and lively employee communications network within TRLA via SharePoint, department communication boards, posters, and flyers.
Responsible for clear and accurate documentation of all employee issues on a timely basis, following counseling and disciplinary procedures.
Administers annual benefits open enrollment process, including working with vendors during the renewal period and preparing recommendations to management.
Develops and executes change management and communication strategies to ensure all employees are fully informed of benefit plan changes. Improves employee understanding and promotes awareness and utilization of various services offered.
Assesses current and future vendor relationships and manages vendor relationships to ensure optimal systems, execution, and compliance.
Oversees the record retention process for terminated personnel files.
Fulfill reasonable requests of management as directed by the Human Resources Director, Administrative Director, or Executive Director
Conduct exit interviews for all terminating employees and ensure final clearance.
Performs other duties as assigned by the Director of Human Resources
Qualifications:
Bachelor's Degree Required
Must have at least 4 years of experience in Human Resources.
Minimum of 2 years experience in Human Resources leadership role
Must have significant employee relations experience at a decision-making level, including experience conducting investigations, managing, coaching, counseling, and handling grievances.
Must have a well-rounded Human Resources background with solid experience in employee relations, benefits, training, safety, liability avoidance, and compliance.
Comprehensive Benefits management experience, including plan design, procurement, and implementation.
Must have outstanding verbal and written communication skills, ability to coach, counsel, advise, mentor, and motivate employees and managers at all levels.
Bilingual in English/Spanish preferred
Self-starter with the ability to work independently
Knowledge of state/federal labor law preferred
Ability to travel to TRLA office locations
Strong analytical skills and excellent judgment in problem-solving and decision making
Strong ability to plan, organize, and prioritize work under pressure to meet tight deadlines
